King Mangrai established Wiang Kum Kam as an early capital before moving his court to higher ground.

King Mangrai of Ngoenyang founded this walled settlement in Saraphi District after defeating the Mon kingdom of Hariphunchai. Chronic river inundation forced the relocation of the administrative capital to Chiang Mai, though settlement continued under the ruling dynasty. Following Burmese occupation, another severe flood submerged the area, leaving it deserted until families resettled it as Chang Kham village.

Government surveys uncovered ancient structures around Wihan Kan Thom at Wat Chang Kham, initiating district-wide archaeological excavations. Today, restored brick foundations sit alongside active religious grounds such as Wat Chedi Liam, originally known as Wat Ku Kham, where monks still reside. The district remains vulnerable to heavy river overflow, which periodically covers excavated monuments with floodwater.
