The master plan outlined an island group shaped like the Russian Federation, intended to hold residential quarters, leisure spaces, hotels, and cultural venues. Dutch engineering firms Witteveen & Bos and Van Oord joined M-Industries of St. Petersburg to prepare the maritime construction.
