The structure evolved from a medieval fortress into an administrative headquarters before opening as a public museum.

King Philip erected the fortified compound outside the municipal border to shield Paris along the river route toward hostile territory. Builders dug a water moat and raised perimeter walls punctuated by circular defensive towers to eliminate blind angles for archers. A massive cylindrical keep dominated the central courtyard. Subterranean stone chambers from this fortress remain preserved beneath modern exhibition halls.

King Charles abandoned the older island seat following urban unrest, hiring architect Raymond du Temple to remodel the defensive bastion into a formal palace.
