Panevėžys balances heavy industrial heritage with a compact arts community.

Alexander Jagiellon granted the settlement founding rights to erect a church, later commemorated by a monument by Stanislovas Kuzma. The town grew into an industrial center and served as a base for book smugglers resisting print prohibitions. Smuggler Juozas Masiulis established a Lithuanian bookstore that continues trading as a municipal landmark. Piarist monks added the Church of the Holy Trinity and an early college.
