A former coastal garrison operates as a self-sustaining national park within city limits.

Congress created an independent federal trust to protect the former garrison after military closure averted a commercial auction. The trust administers the interior territory and historic quarters as a financially self-sufficient entity, while the National Park Service oversees the coastline. Extensive environmental decontamination cleared old post grounds before civilian tenants and public visitors moved onto the property.
