Sculptor Marshall Wood designed the bronze monument, which Holbrook and Company cast in Chelsea. A citizens committee financed the project through public subscription during the military posting of Prince Arthur. Lord Dufferin conducted the official unveiling ceremony to underline constitutional ties with the crown, establishing the statue at the center of what was then an affluent urban neighbourhood.

Following the monarch's death, the installation became a central focus for collective public mourning as residents accumulated dense mounds of floral tributes across the base. University students from McGill established a recurring procession to Victoria Square to deposit wreaths in commemorative ceremonies. The bronze figure stands alongside another civic memorial, anchored in a transit district where newcomers coordinate shared stays.
