Betty Willis designed the structure for Western Neon, choosing never to copyright the art so that anyone could reproduce the lettering. Young Electric Sign Company bought the builders soon after and continues to lease the physical display to Clark County, while artificial turf surrounds the base to survive pedestrian wear.

Reaching the island used to mean dashing across traffic lanes of Las Vegas Boulevard on foot. Clark County installed a designated median lot with marked crosswalks and bus loading bays, though the queues for camera positions regularly spill past the turn bays and complicate ordinary drives toward the southern suburbs.
