Über den Ort

Highway traffic bisects the core of this commercial tower without touching the structure.

The office tower in Fukushima-ku stands as Japan's first structure penetrated directly by an active expressway. The Ikeda Route offramp traverses the building because the Hanshin Expressway corporation and private titleholders negotiated a shared footprint instead of canceling construction. When road developers fail to acquire land, they typically tunnel underground, making this unified aerial corridor an exceptional result.

A legacy charcoal merchant held the parcel from earlier fuel eras, but shifting energy markets left the onsite facilities derelict. Municipal regulators blocked building permits because highway authorities had already claimed the path. Lawmakers revised national building codes and planning statutes to authorize unified road rights, applying a statutory compromise initially drafted for Toranomon in Tokyo.
