Tenants in Okazaki trade direct subway access for quiet shrine courtyards each morning before sightseers reach Sakyō-ku.
Master architect Itō Chūta designed the shrine complex as a scaled reproduction of the ancient Heian Palace for an industrial exposition fair. Organizers initially intended to construct the complex where the original palace stood, but land acquisition constraints forced a relocation to Okazaki. Today the Association of Shinto Shrines ranks the site as a Beppyō Jinja, preserving its designation as an important cultural property.
The sanctuary commemorates Emperor Kanmu alongside Emperor Kōmei, anchoring civic memory to the historic capital foundation. Disaster reshaped the grounds when a blaze consumed the main sanctuary and several adjacent halls. Nationwide donations funded the subsequent reconstruction, leaving modern residents in Sakyō-ku with faithful reproductions that blend early imperial memory with communal persistence.
