Architect Edouard-Jean Niermans designed the structure for casino director Henri Negresco, placing the main entrance inland rather than facing the water. The central salon houses a Baccarat crystal chandelier commissioned for the Russian Czar, sheltered by a monument window erroneously credited to Gustave Eiffel. Wartime conversion into a military hospital brought financial collapse, leading to a handover to Belgian owners.
