Private donations financed the basilica as a monumental ex-voto dedicated to the Virgin Mary. The construction followed the retreat of Prussian forces marching toward Lyon and earlier deliverances from cholera and plague. Church authorities positioned the sanctuary on the former Roman forum of Trajan to loom over the city, creating an expiatory symbol against regional and national political uprisings.
