Residents cross past rows of Soviet-era apartment blocks to handle municipal paperwork inside a reconstructed baroque landmark that shares its square with university students.
Narva Town Hall stands on Town Hall Square as a rare surviving example of the city's baroque architecture, rebuilt after wartime destruction wiped out the old center. The surrounding urban fabric consists almost entirely of Soviet-era Stalinist buildings and Khrushchyovka apartment blocks. Next door, Narva College of the University of Tartu frames the square, creating a shared gathering point.
Following a comprehensive structural renovation, the interior has returned to municipal service as the active seat of local government. Long-term residents visit the building for civic administration, while travellers pass through for the tourist information centre and the ground-floor restaurant. The hall operates as a daily municipal workplace rather than a cordoned museum piece.
