Newcomers learn to orient their daily routine around Capitol Hill, where the legislative dome marks the division of the quadrants and determines how the district sequences its streets.
The building houses the United States Congress at the eastern terminus of the National Mall. Designed in a neoclassical style with a distinct white exterior, the structure accommodates the federal legislature. Beyond legislative assemblies, the edifice functions as the origin point from which district quadrant divisions and street designations extend across the surrounding neighborhoods.
Pierre L'Enfant planned the capital around Jenkins Hill, describing the elevation as a natural pedestal awaiting its monument. His layout aligned Pennsylvania Avenue toward the executive mansion and extended the parkland promenade westward. Thomas Jefferson designated the building as the Capitol after the Roman hill, while stone cutters brought sandstone from Aquia Creek to erect the walls.
