Pushkin Boulevard holds the administrative headquarters of the surrounding oblast, standing under separatist control in the central raion.

The building forms the primary seat of regional administration, standing along Pushkin Boulevard within Voroshilov Raion. Constructed for regional governance, the complex represents monumental public architecture intended to concentrate provincial executive authority. De facto control rests with the Donetsk People's Republic, making the site the focal point of contested political authority across the territory.

Long-term residents in the surrounding central quarter experience the immediate effects of heightened security protocols around the perimeter. Regular civic access remains restricted because the facility functions under wartime administrative management rather than open civic bureaucracy. Daily routines along Pushkin Boulevard must accommodate security checkpoints, shifting official rules, and restricted public movement.
