The Peninsulă District faces harsh maritime winds off the Black Sea throughout winter, shaping daily walking routes along the historic waterfront promenade.
The coastal promenade developed following the integration of Northern Dobruja, beginning with a wooden spa hall built near the Genoese Lighthouse. Designed with stepped terraces over the shoreline, the early structure provided complete views of the cliff, harbor, and open sea. It housed reading rooms, games salons, and a ballroom, before storm damage prompted local authorities to clear the plot for permanent development.
Civic leaders commissioned a modern establishment inspired by resorts along the French Riviera. Architect Daniel Renard designed an Art Nouveau building, sparking fierce debate among opposing political factions. Municipal authorities briefly reassigned construction to Petre Antonescu for a Neo-Romanian concept before Renard returned to complete his original marine design along the Peninsulă waterfront.
