Tenants on Capitol Hill share their morning sidewalks with federal police barricades and oral argument queues.
Before securing a dedicated structure, the supreme tribunal convened in New York and Philadelphia before shifting to the permanent capital. The bench functioned without fixed quarters until settling into spaces designed by Benjamin Henry Latrobe inside the Capitol. Those shared congressional quarters suffered from severe congestion and poor ventilation, which prompted justices to conduct judicial duties from their personal residences.
Chief Justice William Howard Taft campaigned for separate headquarters to detach the judiciary from congressional dominance. The government cleared the site of the National Woman's Party to construct the classical complex, designed by architect Cass Gilbert and finished by his son. Resistance emerged from within the institution itself, as dissenters like Louis Brandeis and Harlan Fiske Stone refused to relocate their chambers from home.
The complex stands directly east of the Capitol and north of the Library of Congress under the operational care of the Architect of the Capitol. Holding National Historic Landmark status, it functions as the daily workplace for the chief justice and associate justices. For long-term residents on the hill, the perimeter brings recurring street closures, strict security perimeters, and crowd lines whenever arguments convene.
