The site functioned as the Royal Mews for housing moulting hawks and royal stables before clearance plans replaced the complex. Designed by Charles Barry to complement the National Gallery on the northern terrace, the open plaza incorporates Aberdeen granite stonework, ornamental fountains, and tall lantern columns at the historic junction where Whitehall meets the Strand.

Long before urban development leveled the sloping ground and transferred excess earth to Green Park, prehistoric river deposits on the site preserved fossils of straight-tusked elephants and hippopotamuses. Today the stone esplanade functions as an active civic gathering space, where major pedestrian flows connect government offices in Westminster to the commercial streets around the West End.
