Residents living near Paseo de la Reforma plan daily commutes around frequent march closures and weekend bicycle takeovers at the monument rotary.
Officially designated as Monumento a la Independencia and known locally as El Ángel, the victory column occupies a central roundabout on Paseo de la Reforma. President Porfirio Díaz commissioned the project under architect Antonio Rivas Mercado, with sculptures cast by Enrique Alciati. Early structural failure forced a complete foundation demolition and redesign before opening for the centennial celebrations.
Seismic activity has repeatedly tested the structure. A major earthquake broke the winged victory statue, prompting long restoration work led by José Fernández Urbina, while a later tremor damaged the base steps without bringing down the column. Large demonstrations against gender violence also altered the site through protest graffiti, resulting in prolonged conservation before the landmark reopened.
