Residents along Teramachi Street live directly beside the Imperial Palace grounds, trading commercial bustle for quiet temple corridors.
Abbot Ryōgen of Enryaku-ji originally established Rozan-ji within the Funaokayama district south of Daitoku-ji. The mountain name reflects Mount Lu, pronounced rozan in Japanese. The compound maintained an okurodo, a private chapel for the Imperial Family originally situated inside the palace. Direct ties to the Imperial Household placed the institution alongside Nison-in, Hanjū-in, and Kengō-in.
The temple survived Oda Nobunaga's military campaign against Tendai institutions and the siege of Mount Hiei through an imperial decree known as a nyōbō hosho. Court attendant Madenokoji Fusako issued the written protection to convey the emperor's direct orders. Relocation to Teramachi Street followed Toyotomi Hideyoshi's urban reorganization of the capital, with final rebuilding directed by Emperor Kōkaku.
