Founded as a regional institution, the gallery anchors national visual heritage through collections of contemporary art and sculpture.

Early planning for the gallery halted during global wartime disruption before a private bequest from Sir James McDonald revived the initiative. The colonial legislature passed the National Gallery Act to create a governing board of trustees led by Sir Stephen Courtauld. The municipal council took charge of overseeing construction and administration, with the local mayor holding a permanent seat on the leadership board.

Conceived originally to represent multiple federal territories, the institution survived the transition from colonial administration to national independence. Founding director Frank McEwen established an enduring focus on visual heritage and helped propel regional Shona stone sculpture into international view. British royal visitors, including Queen Elizabeth The Queen Mother, attended major exhibitions across its operational history.
