The palace stands on Calea Victoriei as the historic headquarters of the national savings bank.

The site previously held the monastery of Saint John the Great and an adjoining traveler inn. That earlier religious complex had undergone renovation under Prince Constantin Brâncoveanu before falling into decay and facing removal. The financial institution financed the replacement structure entirely from its own capital to serve as the main base for the oldest public savings bank in the country.

French architect Paul Gottereau drafted the design after training at the École nationale supérieure des Beaux-Arts in Paris. Romanian architect Ion Socolescu directed the physical construction along Calea Victoriei, directly opposite the National Museum of Romanian History. The completed hall continues to function as the operational bank headquarters while hosting formal royal gatherings and charity assemblies.
