Concrete sports architecture defines the East Oakland complex.

Civic leaders and business developers planned the stadium to establish East Bay autonomy and compete directly with regional rivals. The non-profit structure led by commercial executives secured private construction funding before transferring facility ownership to the municipality and the surrounding county. The complex layout united an outdoor sports stadium with an indoor arena and exhibition space alongside the highway corridor.
