The monument anchors a central promenade crossing as an open marker of urban heritage.

Architect Alexei Andreyuk collaborated with sculptor Alexei Pavluchuk to produce the monument as a landmark commemorating the historic milestone of Brest. The installation occupies the urban junction where Sovietskaya Street meets Gogol Street. Placing the work in the pedestrian zone turns a municipal commemoration into an everyday fixture for passersby navigating central shopping and promenade routes.

Funding for the construction came from a combination of the national state budget and individual public donations. This shared financial backing reflects both government administration and civic community participation in the physical fabric of Brest. For long-term residents, the site functions primarily as an unmistakable navigation point when arranging meetings between central residential quarters.
