Residents in the surrounding Al Wasl quarter rely on the grounds as an open green buffer against the highway noise of Sheikh Zayed Road.
The municipal grounds occupy terrain that once marked the outer periphery of Dubai. Before municipal landscaping began, informal laborers from South Asia occupied the site in settlements constructed without running water. Local authorities permitted the community to remain to supply manpower for urban construction. A government amnesty preceded the clearance of the settlement, enabling the conversion of the tract into public parkland.
Urban expansion has since enclosed the green space within dense residential and commercial districts southwest of the historic core. Major thoroughfares define the perimeter, bordered directly by Sheikh Zayed Road, Al Wasl Road, and Al Hadiqa Street. Residents living in adjacent quarters treat the enclosed lawns as a primary retreat from highway traffic, though access requires navigating congested perimeter corridors during rush hours.
