The former colonial residency preserves administrative memory inside a restored pre-war civic monument.

The building functioned as the official quarters for the Deputy British Resident before becoming the home of district officers. Pengiran Abu Bakar served as the first local appointee to the British administrative post and was the first district officer to live on the grounds. Mohd Kassim Johan concluded that residential era as the final district officer to occupy the estate before offices moved to newer municipal facilities.

Structural expansions accommodated large civic gatherings, including royal banquets in the hall during Sultan Hassanal Bolkiah's birthday visits. Legal protection under the Antiquities and Treasure Trove Act secured the property as a regional monument. Following comprehensive renovations, the Museums Department under the Ministry of Culture, Youth and Sports converted the historic complex into a public cultural museum.
