Skender Pasha originally established a trading quarter and monastery on this land, lending his name to the district. City authorities later constructed the modern complex to address shortages of exhibition and athletic grounds. The development gathered multipurpose sports halls, cultural spaces like Ars Aevi, and an outdoor square under a unified design, inaugurated by a major cinema premiere.

Beneath the open square lies Privredni grad, an extensive subterranean shopping concourse filled with confectioneries, cafes, and small retail businesses. Above ground, the complex houses Mirza Delibašić Hall alongside Dom Mladih. Dom Mladih earned fame across Yugoslavia as a modernist youth venue where prominent pop musicians like Dino Merlin began performing. The site expanded to stage Olympic ice hockey matches.
During the wartime siege of the city, heavy shelling gutted the youth club, though the main concrete structure remained intact. Private investment and municipal rebuilding projects subsequently restored the halls for public exhibitions and athletic fixtures. Extreme winter weather remains an operational challenge, demonstrated when heavy snowfall accumulated beyond structural tolerances and collapsed the skating venue roof.
