Skidmore, Owings & Merrill designed the coastal tower for the Summer Olympic Games under partner Bruce Graham, senior architect Miguel Ruano, and local record architect Agustí Obiol. The structure exemplifies high-tech architecture right on the seafront. Frank Gehry installed the monumental El Peix sculpture beside the perimeter. The building opened in stages, pausing initial operations to complete the full tower profile.

Ritz-Carlton assumed management to establish its footprint on the European continent, while ownership later passed to a consortium involving GIC, Host Hotels, and ABP before moving to Archer Hotel Capital. Interior reconfigurations replaced upper guestrooms with dedicated conference facilities.
