The state art museum anchors Richmond through historic collections, performing arts, and public exhibitions.
The institution opened along the Boulevard following an initial art donation by Judge John Barton Payne in memory of his family. Federal Works Projects Administration backing and state funding supported construction under Peebles and Ferguson Architects. The exterior reflects English Renaissance and Georgian Revival design inspired by Christopher Wren, while private endowments continue to finance artwork acquisitions.

Curators expanded the holdings through major gifts, including the Lillian Thomas Pratt collection of Russian imperial Fabergé eggs and decorative metalwork. The museum also secured modern masterworks from T. Catesby Jones alongside American pieces, notably purchasing the abstract painting Chimneys by Hampton Institute student Benjamin Leroy Wigfall to build an early milestone in acquisitions by Black artists.
Under director Leslie Cheek Jr., the facility introduced nationwide museum practices, establishing evening visiting hours and launching the mobile Artmobile trailer to bring exhibitions to distant rural communities. Cheek collaborated with Yale theatrical engineers to build an integrated proscenium auditorium, creating a dedicated home for performing arts societies, dance programs, and film screenings alongside the galleries.
