Zaha Hadid secured the design commission through an international competition against proposals from rival firms including OMA and Reiser & Umemoto. The public first viewed the concept under the working title Dancing Towers during an exhibition at the Guggenheim Museum in New York City. Dubai Properties took charge of development following their work on Jumeirah Beach Residence before renaming the scheme.

The finished layout incorporates a dedicated headquarters for the Dubai Financial Market alongside a wide commercial podium for retail tenants. A pedestrian bridge crosses the creek extension to link the site directly to neighboring walking corridors. Long-term residents in the immediate area face active construction schedules and rerouted perimeter access while contractors advance the structural work across the plot.
